It has a small ability to do that, but if you ask it to sink too much energy, too fast its essentially higher power since its energy dissipated in a certain period of time the drive will fault and stop trying to brake. And many digital meters, even Fluke, will read wrong with high frequency vfe.

If you got it when the VFD was powering the unit, there are other possibilities. If the machine switch is in forward and I vffd the reverse switch on the vfd could that cause a problem? The braking resistor is somewhere the drive can electrically "sink" the inertial energy of the motor, into heat.
What would that do that the drives doesnt already do? I have checked everything I know of and reset all the defaults. I also noticed that when the spindle speeds are above say that when i hit the stop button i get a over load error code. Since there's no encoder on the motor, the VFD senses changes in the load circuit to guesstimate the amount of slip and make changes in the VFD output with a PID loop to improve speed or torque control.

The VFD has very little high frequency coming out when it is not powering the motor. For a lathe or mill application you don't really need vector drive. The VFD has to do this electrically and is not necessarily built to do that with its internal features.
On the potentiometer itself? I just went out to the shop and reset all the defaults in the drive and put an external pot on the VFD and the same thing happened.
